SCoPE was developed through a powerful partnership between two proven organizations in the field of school communications – 3D-ED and Cokeley Communications. Together, we bring decades of experience in school communications, performance excellence, measurement and evaluation, customer service and cutting-edge technology to the SCoPE Survey program. In an era of increasing accountability, SCoPE is the standardized evaluation tool school communications professionals have been seeking. Our colleagues asked and we responded.
Sandy Cokeley, APR
Over the course of her career, Sandy has amassed a unique blend of connected experience in public relations, marketing, and continuous improvement.
After initial experiences in the public and private sectors, she assumed the communications specialist post for the Pearl River School District in a New York City suburban community. Her role soon expanded to the administrative level as Director of Quality and Community Relations working alongside the senior leadership team in both communications and adoption of the continuous improvement management model. Pearl River moved from average-performing to one of the top districts in New York State and was named one of the first Malcolm Baldrige National Quality Award recipients in education in 2001, the application for which Sandy authored. Sandy retired from Pearl River in 2012 and now consults (Cokeley Communications) with school districts and organizations in both community relations and continuous improvement.
In 2012-14, Sandy served as project manager for the National School Public Relations Association’s (NSPRA) School Communication Benchmarking Project, overseeing development of the first two editions of their Rubrics of Practice and Suggested Measures. In 2006, she led a national team of educators for Queen Rania’s Court in Jordan in developing criteria for a national teacher award. She serves frequently as a keynote speaker and workshop presenter.
Sandy holds a B.A. from Dominican College and is accredited in public relations. She is Past President of both the New York State and the National School Public Relations Associations (NSPRA) and has served as an eight-time Baldrige examiner/senior examiner/alumni examiner. She is co-author of Malcolm and Me: How to Use the Baldrige Process to Improve Your School, published by Scarecrow Education, and authored the opening chapter in the second edition of NSPRA’s book, School Public Relations: Building Confidence in Education.
Since 2009, Julie Abbott has been CEO and President for 3D-ED, one of the nation’s leading organizations for addressing customer service and cultural development in schools. Her interest and passion for supporting educators and empowering school communities led her to co-found SCoPE with Sandy Cokeley in December 2014.
Julie has worked in the education market for 19 years and previously served as Vice President for Sales, Regional Operations and Professional Development for SchoolMessenger, a nationally recognized communications company serving the education market.
Julie was born, raised and educated in England before moving to the USA. She is a frequent speaker on communications topics at education conferences around the country and is recognized for her vision to “Create a Culture of Caring” in schools. An avid cricketer, in her spare time Julie manages CanAm United Women’s Cricket Association, which is helping to promote women’s cricket throughout the Americas.
Mike comes to SCoPE with a career in training, customer service and corresponding IT systems to support customer service and other business functions. During his 40+ years with Orange and Rockland Utilities in Rockland County, New York, he has served at all levels of customer service from front-line/initial point of contact to supervisor to research specialist. Mike also served as a crisis response specialist during power outages and natural disasters including Hurricanes Floyd and Sandy affecting nearly 90% of the company’s customers.
More recently, Mike transitioned to the Change Management Team for the company’s Customer Information Management Systems department where he initially served as a user-advisor to an external IT company building a state-of-the-art customized customer information system to support daily operations. This transitioned to a systems expert where he subsequently developed curriculum and trained over 200 colleagues covering every company job function.
Mike also served on countless task forces and attended extensive training programs in effective communications, customer service, public speaking, team leadership, management, and website development, among others. Through this powerful combination of external and internal customer focus in a service industry, Mike provides SCoPE with that all important “out of sector” perspective.
Tim Parrish has a rich and diverse technology-in-education background with more than 14 years in the field across varying capacities. As Technology and Customer Support Manager for SchoolMessenger, Tim was instrumental for bringing SchoolMessenger to the forefront within the notification industry. He later went on to help develop K12 solutions for Character Challenge and most recently 3D-ED, a leader in school customer service and cultural competency.
At SCoPE, Tim oversees product development and manages our software development team, customer implementations and technical support.
Barbara M. Hunter, APR, Consultant
Since 1987, Barbara Hunter has led school districts and national education associations in achieving excellence in school communications. She is now the President of Hunter Communications based in Alexandria, Va.
She has served a total of 14 years as the chief communications officer in two school districts—Fairfax County Public Schools and Alexandria City Public Schools, both in Northern Virginia.
In Fairfax County schools, the nation’s 10th largest school system with approximately 187,000 students, Barbara led the school system’s comprehensive public information and community relations program. She also directly supported the Fairfax County School Board in its communications and community engagement efforts.
In Alexandria City schools—a highly diverse, urban school district—Barbara transformed the communications program into a responsive and reliable one using social media, a mobile app, and family communication tools with a strong customer service focus.
Previously, she served as director of communications for the National School Boards and as editor of The School Administrator magazine published by the American Association of School Administrators.
Barbara has a bachelor’s degree in communications and management from Hood College in Frederick, Md., a master’s degree in public relations management from The American University in Washington, D.C., and is accredited in public relations. She recently served as Mideast Region Vice President for the National School Public Relations Association as well as past president of NSPRA’s Chesapeake Chapter.
Barbara is a frequent speaker on communications topics throughout the country. She co-authored NSPRA’s Rubrics of Practice and Suggested Measures and has earned national recognition for her work, including the Silver Anvil Award of Excellence from the Public Relations Society of America for a community engagement campaign on changing school start times.
